Mystery

This is a locked gate to an empty lot.  The gate says "National Bank of Greece * Athens 1947."  No idea why the empty lot is marked in this way.  It is located in our neighborhood in the suburb of Agia Paraskevi -- was there a bank there that is now gone?  Is it land that might one day be developed by the bank?  Maybe someone has an idea?
